Appropriates $72,584,057 in total funds to Job Service North Dakota for the biennium beginning July 1, 2015, and ending June 30, 2017, consisting of $2,116,191 in general fund and $70,467,866 in special funds.

Allocates salaries and wages at $39,660,238, operating expenses at $13,512,657, grants at $5,404,326, and Workforce 20/20 at $1,579,836 for the biennium period.

Appropriates $12,407,000 in federal Reed Act funds from fiscal years 1957, 1958, 1999, and 2002 for developing a modernized unemployment insurance computer system.

Designates one-time funding items totaling $89,500 ($80,000 for oil and gas employment study and $9,500 for Virtual OneStop application) that are excluded from the entity's base budget for the 2017-19 biennium.

Authorizes 237.76 full-time equivalent positions for Job Service North Dakota and appropriates all additional federal funds received in excess of those allocated in the bill.
