Appropriates $20,196,162 total funds ($18,089,248 from general fund) to the Commission on Legal Counsel for Indigents for the biennium July 1, 2015 through June 30, 2017, including $5,891,758 in enhancements and 7 additional full-time equivalent positions (40 total positions).

Allocates $200,000 from the Strategic Investment and Improvements Fund for one-time contract service fees.

Amends commission member per diem compensation to $62.50 per day for non-state employees; legislative assembly members receive per diem under section 54-35-10 with the Legislative Council paying compensation and reimbursement.

Requires the Commission on Legal Counsel for Indigents to report to the 65th Legislative Assembly on the effectiveness of limits and procedures ensuring defense services are provided only to indigent clients.
