Creates chapter 4.1-17 of the North Dakota Century Code to establish regulatory authority over ginseng management and harvesting.

Grants the agriculture commissioner authority to implement rules for ginseng registration, record-keeping, inspection requirements, and certificate issuance in compliance with state and federal law.

Defines "ginseng" as Panax quinquefolius L., including ginseng seeds, tissue culture, live root, and dried root.

Repeals chapter 4-39 of the North Dakota Century Code relating to ginseng, replacing it with the new regulatory framework.

Passed with House vote of 86-6 (2 absent) and Senate vote of 45-0 (2 absent).
