Legislative management shall study North Dakota's health care delivery system during the 2015-16 interim, including monitoring Affordable Care Act implementation, examining Medicaid expansion and reform, and reviewing rural health care access impacts.

Study may include recommendations to maintain and enhance rural primary health care and emergency services, and evaluate feasibility of a state-based health care model complying with federal reform while providing high-quality affordable care.

University of North Dakota School of Medicine and Health Sciences advisory council shall provide periodic reports to legislative management on the biennial report status developed pursuant to section 15-52-04.

Legislative management shall study the feasibility of a behavioral health and addiction training initiative during 2015-16 interim, based on concerns from the Schulte Consulting behavioral health planning report and behavioral health stakeholders group reports.

Study shall explore opportunities for innovative public-private partnerships with potential participation from University of North Dakota School of Medicine and Health Sciences and School of Law; findings and recommended legislation shall be reported to the 65th legislative assembly.
