Creates section 54-52.1-04.13 of the North Dakota Century Code establishing telehealth insurance coverage requirements for public employees retirement system policies.

Requires telehealth coverage to be equivalent to in-person coverage for all policies becoming effective after June 30, 2015 and not extending past June 30, 2017.

Defines "telehealth" as interactive audio, video, or telecommunications technology delivered over secure connections complying with state and federal laws, excluding audio-only telephone, email, and facsimile transmissions.

Allows coverage to include deductibles, coinsurance, and copayments; permits providers and the board to negotiate payment rates using the same process as in-person services.

Expires July 31, 2017, requiring the public employees retirement system to submit legislation to the 2017 assembly proposing permanent extension and including a report on utilization costs and coverage effects.
