Expands medical assistance coverage under the Patient Protection and Affordable Care Act to individuals under 65 years old with income below 138 percent of the federal poverty level, effective January 1, 2014 through July 31, 2017.

Requires pharmacy benefit contracts to provide a transparent reimbursement methodology for all medications and dispensing fees, available on the department website, that applies to all pharmacy provider types regardless of payment structure.

Mandates full transparency of all costs and rebates in aggregate, and prohibits required payback amounts to carriers that do not match the established reimbursement methodology.

Allows individuals to obtain medications from mail order pharmacies but prohibits mail order as the sole service method, and requires prior authorization for pharmacy services obtained outside North Dakota and its three contiguous states.

Makes pharmacy benefit manager information provided to the department or audit firms confidential under state law, and applies requirements to all contracts entered or renewed after the act's effective date.
