Requires all higher education institutions under the state board of higher education to use systemwide electronic mail services provided by the board for all public business electronic correspondence.

Mandates development and implementation of an electronic mail retention policy requiring nonstudent employee emails to be retained for at least two years after creation or receipt.

Amends the definition of "agency" in state records management law to include the state board of higher education and entities under its control.

Appropriates $350,000 from the general fund to the state board of higher education for the biennium July 1, 2015 through June 30, 2017 to cover expenses related to email retention, designated as one-time funding.
