Requires the state board of higher education and its institutions to submit project startup and closeout reports to the information technology department and affected institutions covering project descriptions, objectives, costs, benefits, risks, and lessons learned.

Defines "major project" as any project with a total cost of $500,000 or more that significantly impacts the statewide wide area network, statewide library system, or collects and reports institutional student, financial, or human resources data for administrative purposes.

Requires the chief information officer and chief information officer of the North Dakota university system to meet at least twice each year to plan and coordinate information technology activities.

Mandates the chief information officer and chief information officer of the North Dakota university system to report to legislative management regarding coordination findings and recommendations upon request.
