Amends section 54-35-02.7 of the North Dakota Century Code to modify the duties of the water topics overview committee appointed by legislative management during each interim.

Committee must meet quarterly and provide legislative oversight of water topics, the Garrison diversion project, and discussions with adjacent states on water matters.

Committee shall work with the state water commission to develop policies for the state role in major flood control projects and prepare a schedule of water project priorities.

Committee shall study policies regarding municipal water projects, including water treatment plants and pipeline expansion, plus financing, cost analysis, and technology for permitting and electronic metering.

During the 2013-14 interim, the committee was required to review water supply routes and alternatives for the Red River valley water supply project.
