Amends subsection 5 of section 38-08-04 requiring the Industrial Commission to give due consideration to the effect of its rules, orders, and policies on locations under federal government or tribal government jurisdiction.

Requires the Industrial Commission to provide sufficient information when reporting on rules, orders, or policies that affect locations potentially under federal or tribal regulatory jurisdiction.

Creates new subsection to section 38-08-26 allowing the Three Affiliated Tribes to request and access the commission's geographic information system database for pipelines located within the exterior boundary of the Fort Berthold Reservation.
