Extends the expiration date of North Dakota's temporary court of appeals from January 1, 2016 to January 1, 2020.

Supreme Court may assign active or retired district court judges, retired supreme court justices, and lawyers to three-judge panels when the court has disposed of 250 cases in the preceding 12 months.

Active district court judges receive no additional compensation but are reimbursed for expenses; retired judges and lawyers receive 5% of a supreme court justice's gross monthly salary per day of service.

Panels of the temporary court of appeals have jurisdiction over cases assigned by the supreme court, with decisions requiring a majority vote and concise written opinions filed with the clerk of the supreme court.

Parties may petition the supreme court for review of temporary court of appeals decisions at the supreme court's discretion, which automatically stays the panel's mandate pending action.
