Authorizes the outdoor adventure foundation to receive up to two spring wild turkey licenses annually for qualified youth (ages under 25 with cancer or life-threatening illness) who are residents and sponsored by the foundation.

Modifies big game hunting license provisions to allow the outdoor adventure foundation (instead of a general nonprofit organization) to receive up to seven deer licenses and up to two antelope licenses annually for qualified youth with cancer or life-threatening illness.

Expands eligibility for big game and turkey licenses from "terminally ill children" to "youth with cancer or a life-threatening illness" and extends age limit from 21 to under 25 years old.

Requires the outdoor adventure foundation to provide supporting documentation to the game and fish department demonstrating compliance with all licensing requirements.

Directs legislative management to study game and fish department fundraising licenses during 2015-16 interim and report findings and recommendations to the 65th legislative assembly.
