Requires the study to identify viable options for meeting state needs without federal government oversight and involvement.

Requires the study to determine which state needs can be met if North Dakota refuses federal funding associated with undesirable regulations or excessive direct and indirect costs.

Requires the study to evaluate whether benefits of accepting certain federal funds outweigh the benefits of participation in federal programs.

Directs legislative management to report findings, recommendations, and any required legislation to the sixty-fifth legislative assembly.
