Creates biennial reporting requirement for executive branch state agencies receiving federal funds to submit contingency plans to the office of management and budget for operations if federal funds are reduced by 5 percent or more.

Agencies must include in reports whether they will request state funds to offset federal fund decreases, with exceptions for reductions due to caseload changes, construction project timeline changes, or completion of one-time projects.

Office of management and budget must report findings to legislative management by October 15 of each even-numbered year with a summary of how agencies plan to operate with reduced federal funds.

Amends existing law to require state agencies to report to the office of management and budget before applying for federal grants of $25,000 or more, including grant purpose, amount, staffing needs, time period, and matching or maintenance of effort requirements.

Office of management and budget must provide updates on federal grant applications to the budget section of legislative management at each meeting.
