Establishes a "racing infrastructure fund" administered by the North Dakota Racing Commission to provide grants to racetracks for infrastructure improvement and existing debt retirement.

Redirects wagering revenue previously paid to the state treasurer to the racing infrastructure fund instead, including one-half of one percent from live horse racing pools and one-sixteenth of one percent from simulcast and account wagering pools.

Makes the racing infrastructure fund a continuing appropriation to the commission, with moneys and earnings used for the grant program and administered according to commission rules.

Prohibits the commission from transferring money between the racing infrastructure fund and other racing-related funds (breeders' fund, purse fund, racing promotion fund).

Sets an expiration date of June 30, 2019, after which any uncommitted funds remaining in the racing infrastructure fund must be transferred to the state general fund.
