Amends section 53-06.2-04.1 of the North Dakota Century Code regarding North Dakota-bred horse registration for breeders' fund awards and purse supplements.

Requires the commission to contract with a private person to maintain the horse registry through a competitive bidding process, awarding the contract to the lowest responsible bidder.

Administrative costs of the registry contract must be paid from the breeders' fund.

Passed by the House with a vote of 89-1 (4 absent) and by the Senate with a vote of 43-4 (0 absent).
