Redefines "domestic use" to include water for at least one family unit or household for personal, household, and irrigation purposes up to five acres per family unit, with "domestic rural uses" to be defined by the state engineer by rule.

Allows water permits for incorporated municipalities and rural water systems to exceed present needs based on reasonable projections of future water requirements, while other permit holders cannot receive more water than can be beneficially used.

Requires the state engineer to notify permit holders and inspect water works after the beneficial use date to determine safety, efficiency, and actual capacity, with failure to make required changes postponing the permit's priority date.

Authorizes the state engineer to reserve waters for future beneficial use and to withdraw waters from additional appropriations when insufficient data exists, with pending applications placed in deferred status.

Requires applicants for weather modification permits to register any aircraft and pilots intended for use in the operation with the North Dakota aeronautics commission.
