Amends section 61-03-22 to require any person aggrieved by a state engineer action or decision to request a hearing within 30 days after learning of the action or decision, with appeal rights under chapter 28-32 following the hearing or denial of the hearing request.

Creates new section requiring permit applications to be suspended if the applicant has an unresolved administrative order or complaint under chapter 61-03, unless issuance would resolve the matter; applies to entities at least 25 percent owned by individuals with unresolved orders or complaints.

Creates new section requiring owners of high-hazard or medium-hazard dams to develop, periodically test, and update emergency action plans for dam emergencies, with plans and updates requiring state engineer approval.

Repeals section 61-03-05 relating to state engineer fees.
