Removes the board's authority to enter reciprocity agreements with other states regarding real estate appraiser permits.

Requires the board to issue permits to out-of-state licensed or certified appraisers within 60 days if their state's requirements are substantially equivalent to North Dakota's requirements and no grounds for denial exist.

Changes board authority from discretionary ("may") to mandatory ("shall") for requiring applicants to provide detailed appraisal experience documentation under oath and copies of appraisal reports upon request.

Adds public allegations as non-complaints until the board determines reasonable cause exists to initiate disciplinary proceedings, protecting against frivolous complaints.

Expands criminal history record check requirements to include applicants for temporary permits (section 43-23.3-11) and permits the board to require existing permittees to submit to background checks at applicant or permittee expense.
