Amends North Dakota Century Code section 37-17.3-09 to allow the division of state radio to provide primary 911 public safety answering point services to political subdivisions with populations of fewer than twenty-five thousand at the time an agreement is signed.

Requires the division to charge political subdivisions an apportioned amount consistent with actual costs of providing primary service per telephone access line and wireless access line.

Authorizes the division to provide primary public safety answering point services and related emergency services through mutual aid agreements, with charges specified in those agreements.

Requires all political subdivisions currently receiving primary 911 public safety answering point services from the division to abide by standards established by law.

Declares the act to be an emergency measure.
