Amends North Dakota Century Code Section 50-10.2-02 to establish and clarify minimum rights for health care facility residents, including civil liberties, privacy in communications, and freedom from abuse and restraint.

Requires facilities to provide written statements of resident rights at admission and explain them orally within 30 days and annually thereafter; statements must include resident and facility responsibilities and conduct rules.

Establishes resident rights to manage financial affairs, receive advance notice of service changes (30 days minimum), access medical records, choose their own pharmacist, and refuse to perform facility services unless agreed to in the care plan.

Permits transfer or discharge only for medical reasons, resident welfare, nonpayment, or temporary remodeling; allows less than 30-day notice only if urgent medical needs or facility safety concerns require immediate action.

Requires facilities to adopt and publicize grievance processes, prepare written implementation plans with staff training, and prohibits waiving any resident rights as a condition of admission.
