Authorizes the governor to apply to the state emergency commission for state disaster or emergency response and recovery costs when a presidential disaster declaration request is denied but meets the Stafford Act minimum.

Limits state grants for public infrastructure recovery to 50 percent of costs above twice the individual county federal declaration eligibility threshold, with a maximum of $1 million per disaster and $3 million per biennium.

Allows the office of the adjutant general to borrow from the Bank of North Dakota to respond and recover from state disasters when federal disaster declaration requests are denied, with interest charged at the rate of other state agency borrowings.

Creates a state disaster relief fund in the state treasury to be used for providing the state share of funding for governor-declared or presidential-declared disasters, subject to legislative appropriations and emergency commission approval.

Provisions are effective through June 30, 2017, after which they become ineffective.
