Allows commercial driver's license applicants to satisfy skills test requirements through test results electronically submitted by another state, in addition to skills tests administered in-state.

Authorizes the director to permit third-party testing organizations to conduct commercial driver's license tests if the test meets state standards and complies with 49 CFR part 383.75.

Allows the director to waive the skills test for applicants who meet the requirements of 49 CFR part 383.77.

Permits commercial learner's permit renewal for an additional 180 days without retaking the knowledge test, and allows the director to issue a letter of authority enabling permit holders to drive to a testing office for their road test.

Maintains existing restrictions on commercial license issuance, including prohibitions on dual licensing and requirements that individuals be state residents for 30 days before driving commercially.
