Prohibits the director of transportation from issuing a distinguishing number on an operator's license that is, contains, can be converted to, or is an encrypted version of the applicant's social security number.

Allows individuals to obtain substitute operator's licenses or nondriver photo identification cards online if no information on the original document has changed since issuance.

Permits noncommercial applicants to apply by mail or electronically for license renewal during every other renewal cycle, with vision requirements waivable for applicants under age 65.

Exempts applicants holding a valid operator's license issued by North Dakota from written or actual ability tests when applying for renewal of the same class license.

Requires applicants for renewal or substitute licenses to provide a social security card and proof of residence address when required by the director.
