Establishes three alternative pathways to meet driver education requirements: completion of classroom and behind-the-wheel instruction, completion of an internet course plus 30 hours of supervised driving with a parent or guardian, or successful completion at an approved commercial driver training school.

Allows the director to waive the skill portion of the driver's license examination if an applicant has successfully completed required classroom instruction and behind-the-wheel instruction, with a certificate of course completion as evidence.

Defines "certificate of course completion" as documentation signed by one or more driver education programs indicating the driver has met classroom and behind-the-wheel instruction requirements prescribed by the director.

Permits public driver education programs at colleges, universities, and high schools to provide certificates of course completion to allow students to waive the skill portion of the driver's license examination.

Expands the ability test waiver to include tests conducted by commercial driver training schools meeting director-prescribed driver education requirements.
