Changes section 49-22-04 of the North Dakota Century Code to require each utility that owns, operates, or plans to own or operate any facility to develop and submit a ten-year plan to the Public Service Commission.

Requires utilities to file updated plans on or before July 1st of each even-numbered year, rather than every second year after initial submission.

Ten-year plans must include facility descriptions, preferred sites for energy conversion facilities, transmission facility locations, coordination efforts with other utilities, environmental protection efforts, projected demand statements with assumptions, and other requested information.

Authorizes the Public Service Commission to assess the impact of proposed utility development to ensure energy conversion and transmission facilities are sited in an orderly manner compatible with environmental preservation and efficient resource use.

Passed the House 91-1 with 2 absent and passed the Senate 47-0 with no dissenting votes.
