Amends North Dakota Century Code section 15-10-19.1 to define resident and nonresident students for tuition purposes at higher education institutions.

Establishes resident student classification for individuals whose guardians or custodial parents are legal state residents for 12 months, individuals age 18+ who have resided in the state for 12 months, and North Dakota high school graduates.

Grants resident tuition status to active duty military members, North Dakota National Guard members, armed forces reserves stationed in the state, and veterans as defined in section 37-01-40.

Extends resident status to spouses and dependents of military members and veterans, benefited university system employees, individuals who were legal state residents for three consecutive years within six years prior to enrollment, and surviving family members of service-connected deceased veterans.

Adds resident status for covered individuals under Public Law No. 113-146 (38 U.S.C. 3679) and clarifies that temporary absences do not affect residency if the student maintains an in-state residence.
