Amends North Dakota Century Code section 54-60.2-02 to specify allowed uses for workforce development grants awarded to tribally controlled community colleges.

Grants may be used for development or enhancement of programs providing certificates or degrees that qualify North Dakota students for jobs identified by the Department of Commerce, Job Service North Dakota, or federally recognized Indian tribes within the state.

Grants may alternatively be used to assist North Dakota students in establishing new businesses operating within North Dakota that will employ North Dakota citizens.

Requires that all funds provided to tribally controlled community colleges supplement rather than replace existing programs or funding sources at the colleges.

Act is effective through July 31, 2017, and becomes ineffective after that date.
