Amends North Dakota Century Code section 37-19.1-02 to establish employment preference procedures for veterans in governmental agencies, requiring applicants to be U.S. citizens and provide documentation including DD-214 separation reports.

Disabled veterans receive superior preference over non-disabled veterans and must be employed unless justifiable cause (documented in writing) exists for rejection in non-competitive positions.

In competitive personnel systems, veterans receive 5 points and disabled veterans receive 10 points added to examination scores on a 100-point scale (or 5% and 10% respectively on other scales).

Exempts certain positions from veterans' preference including school superintendents, teachers, administrative department heads, board of higher education leadership, and university faculty and coaches.

Prohibits current state agency or political subdivision employees from claiming veterans' preference when applying for different positions within the same or other state agencies or political subdivisions.
