Amends Section 41-04.1-08 of the North Dakota Century Code to clarify the relationship between the Uniform Commercial Code's funds transfer provisions and the federal Electronic Fund Transfer Act of 1978.

Excludes from North Dakota's funds transfer chapter any transaction governed by the Electronic Fund Transfer Act, except for remittance transfers as defined in the federal law.

Applies North Dakota's funds transfer chapter to remittance transfers unless they qualify as electronic fund transfers under federal law.

Establishes that when inconsistencies arise between North Dakota's funds transfer provisions and the Electronic Fund Transfer Act, the federal Act takes precedence.

Declares the measure an emergency law.
