Creates Chapter 26.1-40.1 establishing insurance requirements for transportation network company (TNC) drivers, with primary liability coverage of $1 million for death, bodily injury, and property damage during engaged and passenger on-board stages.

Requires TNCs to maintain motor vehicle liability insurance of at least $50,000 per person and $100,000 per incident for bodily injury, plus $25,000 for property damage during application on-stage (driver logged in but no passengers).

Mandates TNCs disclose in writing to drivers that personal auto insurance may not provide coverage and instruct drivers to notify their personal insurers of TNC participation.

Creates Chapter 39-34 establishing TNC operational requirements including maintaining a registered agent, providing fare quotes before rides, conducting criminal background checks and driving history reviews of prospective drivers, and prohibiting drivers with major violations within 7 years or more than 3 minor violations in 3 years.

Requires TNCs to report accident data and traffic violations to the Department of Transportation semi-annually, with civil penalties up to $500 for non-compliance and potential 180-day operating suspension for repeat violations.
