Creates a new section in North Dakota Century Code chapter 20.1-03 allowing unsuccessful deer lottery license applicants to donate their refunds to the private land open to sportsmen program.

Requires the director to include the donation option in each deer lottery license application.

Directs all moneys collected from donations to be placed in the game and fish private land habitat and access improvement fund and allocated to the private land open to sportsmen program.
