Transfers authority to appoint hunting and fishing license agents from county auditors to the game and fish department director.

Requires agents appointed by county auditors to implement a computerized online licensing system by March 1, 2016, with the agent responsible for equipment, supplies, and technical support costs.

Changes license sales reporting requirements from county auditors reporting on February 1 and August 1 to agents providing monthly statements to the director by the fifteenth of each month.

Allows agents to charge a 50-cent service fee per license, which they may retain, with remaining fees deposited monthly to the county auditor or director depending on who appointed them.

Establishes $15,000 per agent per year bond coverage through the state bonding fund with a $10 annual premium.

Becomes effective April 1, 2016.
