Creates section 54-12-32 of North Dakota Century Code to allow ignition interlock devices as an alternative to twice-daily breath alcohol testing for individuals in the twenty-four seven sobriety program.

Permits the attorney general to authorize ignition interlock use instead of twice per day breath testing and other alcohol testing for individuals with suspended licenses under chapter 39-20 or those convicted of violating section 39-08-01.

Amends section 39-08-01(7) to expand the definition of twenty-four seven sobriety program compliance to include sections 54-12-27 through 54-12-32.

Maintains that offenders remain responsible for all twenty-four seven sobriety program fees and that courts cannot waive these fees.
