Amends North Dakota Century Code Section 29-27-02.1 to redirect fees collected for noncriminal traffic offense dispositions to the state highway tax distribution fund instead of the state school fund.

Maintains existing requirements that all other statutory fees, fines, forfeitures, and pecuniary penalties for state law violations continue to be paid into county treasuries and added to the state school fund.

Preserves the provision that bail bond forfeitures and forfeited bail deposits continue to be credited to the state general fund.

Effective for fees collected after July 31, 2015, for noncriminal traffic offense dispositions.
