Adds "vehicles used by volunteer services" to the definition of Class C authorized emergency vehicles under North Dakota Century Code section 39-01-01.

Allows Class C authorized emergency vehicles to display blue flashing lights in place of amber lights, consistent with Class B specifications.

Restricts volunteer services vehicles from displaying blue flashing lights unless the light is a secondary light and the vehicle is parked.

Defines a secondary light as a light that is not mounted on the roof or in the windshield of the vehicle.
