Amends North Dakota Century Code section 16.1-13-08 to require the governor to call a special election within ninety-five days to fill a U.S. Senate vacancy at the next statewide primary or general election occurring at least ninety days after the vacancy.

Governor may temporarily fill the vacancy by appointment, but the appointee serves only until the vacancy is filled by election or the term expires.

No election may be held if the next primary or general election occurs in the year immediately preceding the expiration of the Senate term.

No election may be held if the vacancy occurs within ninety-five days of the expiration of the term of office.
