Modifies Section 11-11-26 to allow county commissioners to seek fuel bids either through telephone solicitation from at least two suppliers or by published advertisement, when the purchase amount exceeds four thousand dollars.

Amends Section 11-11-27 to clarify that advertisements must state what type of fuel is required and when bids will be opened, and requires acceptance of the lowest responsible bidder while allowing rejection of any or all bids.

Directs the legislative management to study public improvement issues during the 2015-16 interim, including use of multiple bids versus single prime bids, bidding thresholds, design services thresholds, and indemnification.

Requires legislative management to report findings and recommendations, along with any necessary implementing legislation, to the sixty-fifth legislative assembly.
