Amends sections 54-16-03.1 and 54-16-04.3 of the North Dakota Century Code to clarify emergency commission authority over employee positions.

Modifies language to allow state officers to request emergency commission approval to "recommend full-time equivalent temporary or contract employee positions" in addition to other emergency fund and spending requests.

Authorizes the budget section of legislative management to approve state officer employment of temporary or contract employee positions upon emergency commission recommendation and office of management and budget advice.

Limits the authority to employ temporary or contract employees to the remainder of the biennium during which the budget section grants the authority.
