Amends North Dakota Century Code section 20.1-03-12 to extend reduced fishing license fees to current and retired national guard members at $5 (down from $16 for standard resident licenses).

Extends the same $5 reduced fishing license rate currently available to residents aged 65+, totally or permanently disabled residents, and disabled veterans with 50% service-connected disability.

Amends subsection 55 to allow current and retired national guard members to purchase a combined general game, habitat stamp, small game, and fur-bearer license for $3, matching the rate for disabled veterans.

Creates parity in hunting and fishing license discounts between disabled veterans and current or retired national guard members.
