Amends North Dakota law to modify tuition benefits for dependents of disabled veterans in state institutions of higher education.

Defines "dependent" eligibility to include children, stepchildren, spouses, widows, and widowers of veterans with 75-100 percent service-connected disability ratings or 100 percent total disability ratings including extra-schedular/individual unemployability ratings.

Provides free tuition and fees for dependents of veterans with disabilities exceeding 90 percent for bachelor's degrees or certificates earned within 45 months or 10 semesters.

Provides reduced tuition and fees (reduced by the percentage of the veteran's disability rating) for dependents of veterans with 75-90 percent service-connected or total disability ratings, earned within the same timeframe.

Excludes aviation flight charges and expenses from tuition reductions and ensures dependents cannot lose benefits due to prisoner of war return, missing in action return, or subsequent death of the qualifying veteran.
