Creates new liability insurance requirement for special mobile equipment, which is exempt from standard motor vehicle liability policy requirements under section 39-08-20

Establishes penalties of $150 fine for first violation and $300 fine for second or subsequent violation within three years for failure to provide evidence of liability coverage within ten days of police request

Requires municipal and district courts to report violations involving special mobile equipment owned or operated by contractors licensed under chapter 43-07 to the North Dakota secretary of state

Amends section 39-16-01 to exclude special mobile equipment from the definition of "motor vehicle" for financial responsibility purposes

Declared an emergency measure with House passage of 89-3 and Senate passage of 46-0
