Amends North Dakota Century Code section 39-21-01 regarding when motor vehicle headlamps must be illuminated.

Requires vehicles to display lighted headlamps from one hour before sunset to one hour after sunrise, with farm tractors required to have lamps from a half hour after sunset to a half hour before sunrise.

Mandates headlamps be illuminated during rain, snow, sleet, hail, or other adverse driving conditions when visibility is impaired and persons or vehicles are not clearly discernible at 1,000 feet ahead.

Requires headlamps be illuminated at any other time when visibility is impaired by weather, smoke, fog, or other conditions preventing clear discernibility at 1,000 feet ahead.

Requires stoplights, turn signals, and other signaling devices to be lighted as prescribed for their use.
