Amends section 54-27-25 of the North Dakota Century Code to restructure allocation of tobacco settlement trust fund dollars from three funds (community health, common schools, water development) to three funds (community health, health care delivery, water development).

Allocates tobacco settlement trust fund transfers as follows: 10 percent to community health trust fund with minimum 80 percent for tobacco prevention and control; 45 percent to health care delivery trust fund (restricted from use before January 1, 2021); 45 percent to water development trust fund.

Maintains separate tobacco prevention and control trust fund, allowing the treasurer to transfer money from the water development trust fund when the prevention fund lacks adequate dollars to fund a comprehensive plan in any biennium.

Requires all fund transfers to be made within 30 days of receipt by the state.

Directs legislative management to study during the 2019-20 interim the appropriate long-term use of funds appropriated to the health care delivery trust fund and report findings and recommendations to the sixty-seventh legislative assembly.
