Amends section 37-14-14 of the North Dakota Century Code regarding the veterans' postwar trust fund.

Requires all investment income earned in a biennium to be appropriated to the administrative committee on veterans' affairs on a continuing basis in the following biennium, not in the biennium when the income is earned.

Specifies that income transferred from the veterans' postwar trust fund to any related fund maintained by the state treasurer, and earnings on those moneys, must remain in the related fund until utilized by the administrative committee for veterans' programs.

Maintains that investment income can only be used for programs of benefit and service to veterans or their dependents.
