Establishes annual license fees for manufacturers and distributors of gaming equipment: pull tab/bingo card manufacturers ($4,000), pull tab dispensing device manufacturers ($1,000), fifty-fifty raffle system manufacturers ($500), and distributors ($1,500), with applications due before April 1 annually.

Restricts manufacturers from selling directly to organizations; manufacturers may only sell to licensed distributors, and distributors may only purchase from licensed manufacturers or other distributors (with limited exception for used pull tab dispensing devices from licensed organizations).

Requires distributors to affix North Dakota gaming stamps to pull tabs, bingo cards, raffle boards, punchboards, sports pool boards, calcutta boards, and paddlewheel ticket cards at 35 cents per stamp, with 10 cents per stamp (up to $36,000 per biennium) credited to the attorney general's operating fund.

Prohibits manufacturers from refusing to sell deals of pull tabs or gaming equipment to licensed distributors except when: the deal is sold exclusively, the manufacturer doesn't sell to any distributor in the state, gaming law prohibits the sale, the distributor has unsatisfactory credit or is delinquent, or the distributor fails to meet minimum order quantity and freight terms.

Prohibits licensed organizations, liquor wholesalers, manufacturers, and their affiliates from being distributors or distributors' stockholders; prevents distributors from being stockholders of manufacturers.
