Creates expedited annexation process allowing landowners to petition the state board of public school education when dividing land for immediate or future sale or building development.

State board must approve petitions and order annexation if land attaches to a contiguous school district and no individuals reside on the land at time of filing.

Annexed property becomes subject to all receiving school district levies, including those for bonded debt existing before annexation.

Annexed property is not subject to levies of the detached school district, except for levies to retire bonded debt existing before the effective date of annexation.

Expedited process bypasses standard annexation procedures under sections 15.1-12-03 through 15.1-12-05 and 15.1-12-08.
