HB 1241 Summary

• Allows individuals in lawful possession of firearm suppressors and short-barreled rifles to hunt any game for which they are licensed and a firearm is allowed.

• Permits carrying of concealed handguns with a valid concealed weapons license (Class 1 or Class 2) in most locations, including church buildings with approval from religious leadership.

• Removes the loaded firearm prohibition in motor vehicles for individuals with valid North Dakota concealed weapons licenses or reciprocal licenses from other states.

• Redefines "dangerous weapon" to exclude devices that use direct contact to deliver voltage for self-defense, unless they also use projectiles and are used by individuals prohibited from possessing firearms.

• Requires federal licensees who possess machine guns, automatic rifles, silencers, or similar federally regulated firearms to forward copies of their federal license and weapons transfer forms to the local county sheriff and bureau of criminal investigation within five days.
