Amends North Dakota Century Code section 39-06.1-06 to modify the fee structure for speeding violations under section 39-09-02.

Replaces the tiered speeding fee schedule with a simplified flat fee of $3 per mile per hour over the speed limit for standard roads.

Increases school zone speeding fees from $40 to $80 for speeds 1-10 mph over the limit, plus $2 per mph for each additional mile per hour over 10 mph.

Increases highway construction zone speeding fees from $80 base to maintain the same structure but clarifies the fee only applies when construction workers are present and the sign states "Minimum Fee $80".

Maintains existing fees for other moving and nonmoving violations, including parking violations ($5-$20), pedestrian safety violations ($50), and commercial vehicle violations ($50-$500).
