Changes the sick leave allowance for state employees following birth or adoption from 160 hours to six weeks of paid leave during the first six months.

Permits employees to use sick leave to care for a newborn child or a child placed for adoption, but not both situations.

Compensates employees for leave used on the same basis as leave taken for the employee's own illness, medical needs, or health needs.

Requires employers to give priority to employee requests to use annual leave for reasons identified in section 54-52.4-02, subsection 1.

Does not prevent employees from using additional sick leave for their own medical needs following a child's birth or from using other leave options available under section 54-52.4-03.
